A Risk Assessment Framework of Hybrid Offshore Wind–Solar PV Power Plants under a Probabilistic Linguistic Environment

Hybrid offshore wind–solar PV power plants have attracted much attention in recent years due to its advantages of saving land resources, high energy efficiency, generation and stable output. However, the project still being infancy, investors will face a series risks. Hence, multi-criteria group decision-making framework for hybrid risk assessment is constructed this paper. Firstly, 19 indicators are identified divided into five groups. Secondly, probabilistic linguistic term sets then introduced evaluate criteria values depict uncertainty fuzziness. Thirdly, expert weight determination model built by combining subjective objective weights based on information, entropy interaction-entropy measures sets. Fourthly, evaluation information aggregated transforming triangular fuzzy numbers generalized weighted ordered averaging operator. Additionally, level determined using synthetic method. Finally, proposed method applied case study slightly with similarity measure result 0.938. Then, indicator system corresponding countermeasures can provide scientific reference investment decisions prevention.
